+ <p>The key words “MUST”, “MUST NOT”, “REQUIRED”, “SHALL”, “SHALL NOT”, “SHOULD”, “SHOULD NOT”, “RECOMMENDED”, “MAY”, and “OPTIONAL” in this document are to be interpreted as described in RFC 2119.</p>

+ <h2 id="rules-of-structure">1 Rules of Structure</h2>
+ <p>The Jade Rune Society is meant to be a distributed, international society capable of accommodating thousands of members. The Society is therefore governed by the following structural hierarchy:</p>
+ <ol type="1">
+ <li>The Society Council</li>
+ <li>Intermediate Topic Councils</li>
+ <li>Subgroup Leaders</li>
+ </ol>
+ <p>The Society council oversees matters affecting the Society as a whole, they are the ultimate source of authority in the Society. The intermediate topic councils MAY be established when the Society grows large enough that the Society council is unable to adequately keep up with mediation decisions. The subgroup leaders lead the subgroup of which they are a part and they are responsible for everything occurring in their subgroup.</p>
+ <p>There is a minimum ratio of one (1) subgroup leader per fifty (50) members in a subgroup. Similarly, there is a minimum ratio of one (1) intermediate topic council leader per fifty (50) managed subgroups. This ratio SHOULD NOT be exceeded. It is RECOMMENDED that subgroups and topic councils have at least one leader per each of these three major time zones: Americas, Europe, East Asian-Oceania.</p>

+ <h2 id="rules-of-governing">2 Rules of Governing</h2>
+ <p>The Jade Rune Society SHALL be governed by a council of at least two members. There is no fixed number of “council seats” or a maximum number of council members. The council has the ultimate say over the rules and processes governing the Society and its decisions are final.</p>
+ <p>It is RECOMMENDED that there be an odd number of council members at any time to prevent voting ties and stalemates.</p>
+ <p>It is the responsibility of this council to act only on issues affecting the Society as a whole. The council MUST NOT interfere in matters internal to subgroups unless asked to do so by a subgroup leader for the subgroup which that leader governs.</p>
+ <p>Subgroup leaders MAY choose to extend these rules and create further rules internal to their subgroup. They MUST NOT create rules which contradict the rules laid out in this document.</p>
+ <p>Leaders of intermediate topic councils MUST be a member of each of the subgroups governed by the topic council of which they are a part. At minimum, the leaders MUST be able to receive notifications if they are mentioned in any of the subgroups which they oversee as part of their position on the intermediate topic council.</p>
+ <h3 id="proceedings-of-the-council">2.1 Proceedings of the Council</h3>
+ <p>The council SHALL meet at least once a month to review the current state of the Society. As council members are themselves members of the Society, they can bring to these meetings views from different parts of the Society about the current mood among members, present issues, the number and types of transgressions which have occurred in subgroups, and other information they deem relevant to the governing of the Society.</p>
+ <p>Every monthly State of the Society meeting SHALL be accompanied by a report released publicly including the following information: * Current member count (and change from previous report) * Current subgroup count (and change from previous report) * Current number of council members (and change from previous report) * Items of note to be decided on by the council * Upcoming events which have been requested to be publicized (up to one year in advance of the event’s date) * Upcoming public polls or Society-related matters which involve every member</p>
+ <p>Every decision of the council, whether voted on or simply decided, MUST be accompanied by a report including complete decision proceedings: * The topic of the decision * Records of relevant discussion in official council meetings regarding the decision * A record of how each council member voted (Yea, Nay, Abstain) * The alternative options considered * The final decision reached with the reason why that decision was reached</p>
+ <p>Reports regarding rules violations SHOULD be kept visible only to council members as a proactive measure to prevent actions being taken by other members of the Society for whom this decision does not concern. Reports regarding any other decision affecting the Society SHOULD be made public.</p>
+ <p>Any interaction through the council, either from the council to the Society or vice versa, SHALL be conducted through a single council account per platform which represents the council as a whole. That is to say, all reports or suggestions to the council and all announcements made to the Society from the council MUST be made through this account.</p>
+ <h3 id="adding-new-council-members">2.2 Adding New Council Members</h3>
+ <p>The process for adding a new council member is as follows:</p>
+ <ol type="1">
+ <li>One or more existing council members identify an existing member of the Society who they think would make a good council member and nominate them for the position.</li>
+ <li>The existing council members perform various checks on the nominated person including identifying their existing leadership capabilities, their role in the Society, and the perception other Society members have of them.</li>
+ <li>The council members vote whether or not to add the nominated member to the council.</li>
+ </ol>
+ <h2 id="rules-of-association">3 Rules of Association</h2>
+ <p>The Jade Rune Society is not a public Society: membership is granted by invite only. For a prospective member to become a full member of the Society, they MUST first be invited by an existing subgroup leader or council member and MUST undergo a thirty (30) day trial period in which they are not allowed to become a subgroup leader or council member nor are they allowed to vote in Society-wide polls.</p>
+ <h2 id="rules-of-conduct">4 Rules of Conduct</h2>
+ <p>The Jade Rune Society strives to be an organization where everyone is welcome no matter who they are. Therefore, it is a core tenet of the Society to treat all others equally and with respect. Members of the Jade Rune Society SHOULD live by the motto “live and let live”.</p>
+ <p>Members of the Society SHALL NOT intentionally hurt another person, physically or emotionally, indirectly or directly, actively or passively. This rule applies to conduct toward both members and non-members of the society. Examples of unacceptable behaviour include but are not limited to:</p>
+ <ul>
+ <li>Making demeaning comments toward a person or group of people;</li>
+ <li>Inappropriate physical contact and unwelcome sexual advances;</li>
+ <li>Deliberate intimidation of another person;</li>
+ <li>Stalking or following another person;</li>
+ <li>Harassment of any kind;</li>
+ <li>Intentionally disrupting activities, communications, or other events of a person or group</li>
+ </ul>
+ <p>Members of the Society SHOULD abide by the laws of their current legal jurisdiction and MUST NOT use any services provided by the Jade Rune Society to circumvent such laws. Furthermore, members of the Society SHALL NOT use the services provided by the Jade Rune Society in any manner which violates the laws of Ontario, Canada.</p>
+ <p>Additionally, a member of the Jade Rune Society MUST NOT actively or passively support neo-Nazi, alt-right, terrorist, or other groups which discriminate against any single person or group of people or which seek to cause physical or emotional harm to people. This includes but is not limited to being a member of, donating to, or participating in events hosted by such groups.</p>
+ <h3 id="the-lotus-rule">4.1 The “Lotus” Rule</h3>
+ <p>The Lotus Rule dictates: in order to share information about a member of the Society with anybody else, one MUST obtain explicit permission from the person who’s information is being shared.</p>
+ <h3 id="sexual-content">4.2 Sexual Content</h3>
+ <p>Where sexually explicit material is defined as any depiction of a person, persons, anthropomorph, animal, or other being with sexual characteristics, whether real or fictional, in a sexual position or sexually suggestive manner in any form including but not limited to text, photograph, animation, video, or drawing:</p>
+ <p>Members must not post of sexually explicit material to any Jade Rune Society server.</p>
+ <p>Furthermore, any sexually explicit material which depicts or suggests any under-aged subject, where under-aged means a subject under the age of 18 or the age of majority in the jurisdiction of the poster, whichever is higher, is explicitly banned. Should this rule be broken, the violation along with evidence will be forwarded to the authorities local to the member who violated this rule.</p>
+ <h3 id="illegal-substances">4.3 Illegal Substances</h3>
+ <p>Subgroups about drugs and alcohol are permitted to exist in the Jade Rune Society. However, members must not publicly promote the use of drugs or alcohol outside of the subgroups centred around these topics. Members must not discuss the use of drugs or alcohol with or in the presence of members under the age of 18 or the legal age of consumption for that particular substance in their legal jurisdiction, whichever is higher.</p>
+ <p>In order to join or found a subgroup about drugs or alcohol, one MUST be of the legal age required to consume that substance in their legal jurisdiction and the substance MUST be legal in their legal jurisdiction.</p>
+ <p>One MUST also provide proof in the form of a photograph of them holding a piece of government-issued photo identification in order to join or found a subgroup focused on a drug or alcohol. This picture must include the following elements in a single, unedited, digital photograph:</p>

+ <li>Their face</li>
+ <li>Their identification with legal jurisdiction, date of birth, and photograph clearly visible and legible</li>
+ <li>A piece of paper or other physical written medium (e.g. a sticky note or a whiteboard) with their username, the subgroup that the verification photo is for, and the current date all legibly written or printed on it</li>
+ </ul>
+ <p>It is only permitted to edit the photograph to black out any information on the piece of identification not explicitly required by these rules.</p>
+ <p>All verification photographs MUST be submitted to the Society Council directly. Once submitted, these photographs MUST be retained indefinitely.</p>
+ <h2 id="violations-of-these-rules">5 Violations of These Rules</h2>
+ <p>This section only applies to violations of the rules laid out in this document. Violations of subgroup rules SHOULD be handled by the leader(s) of that subgroup.</p>
+ <p>Should a member of the Society break any of the rules laid out in this document, a fair trial MUST be conducted to determine if any violation of the rules actually happened. The accused SHALL be presumed innocent until proven guilty. It is RECOMMENDED that the accuser(s) cease all contact with the accused member(s) until the council has passed judgement.</p>

+ <p>Should the council determine that a rules violation has occurred, the accused member(s) shall be immediately removed from the Society.</p>
+ <h2 id="amendments-or-alterations-to-these-rules">6 Amendments or Alterations to These Rules</h2>
+ <p>The rules laid out in this document are not immutable. They are liable to be changed at any time following a vote by the council. Such decisions by the council will be made public and MAY involve a Society-wide poll. The Society SHALL be clearly notified when these rules are changed.</p>
+ <p>Furthermore, these rules contain room for interpretation by council members. It is up to the council members to interpret the rules laid out in this document as they see fit, with the stipulation that the interpretations MUST remain consistent and be based on precedent. For decisions in which precedent is considered, whether applied or not, a reference MUST be made to the precedent case in the interest of decision transparency.</p>
