Overhaul site design

Rewrite CSS from scratch to make use of variables and a layout that is
simpler, cleaner, and easier to scale to mobile viewing platforms. Also
take steps to improve the accessibility of the site (blog post coming
explaining the steps taken when it is completed).

Minor change: move blogroll page to better URL (/blog/blogroll rather
than /blog/other-blogs).
